Job Description and Duties Under the direction of the Deputy District Director, Environmental and Right of Way (Deputy Director), the incumbent serves as the Office Chief for the District 10 Right of Way program and is responsible for the supervision of a team of staff in Right of Way (RW) to perform functions related to delivery of projects, and other special projects that relate to Right of Way as assigned by the Deputy Director. The incumbent is responsible for the planning, coordination, delivery, direction, guidance, and supervision of the activities of all Right of Way functions including but not limited to: Appraisals and Estimating, Acquisition and Condemnation, Planning and Management and Project Coordination. The incumbent serves as the principal advisor to the Deputy Director in all matters relating to these functions. The incumbent also assures that: all activities are conducted efficiently and effectively; are properly scheduled to meet the district's delivery goals; and are conducted in accordance with applicable state and federal laws and regulations, the rules and regulations of the California Transportation Commission, and the policies, procedures, mission, vision, and goals of the Department. Additional Documents Special Requirements Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process. This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification. Minimum Qualifications:  Either I Two years of experience in the California state service performing the duties of a Senior Right of Way Agent. Or II Experience: Five years of progressively responsible experience involving all major phases of the acquisition of rights of way for governmental or public utility use, two years of which must have been in a full supervisory or administrative capacity. (Experience in the California state service applied toward this requirement must include at least two years performing the duties of a class with a level of responsibility not less than Senior Right of Way Agent.) and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) Examination Information: This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ.
